The <a href=\"https:\/\/deutschland-stack.gov.de\/gesamtbild\/\">Deutschland-Stack<\/a> (<em>in Deutsch<\/em>), the country&#8217;s new sovereign digital infrastructure framework, names just two document formats that public administrations are allowed to use: <strong><em>ODF<\/em><\/strong> and <strong><em>PDF\/UA<\/em><\/strong>.<\/p>\n<p>Proprietary document formats from <a href=\"https:\/\/www.microsoft.com\/\" rel=\"noreferrer\">Microsoft<\/a> like <em>.doc<\/em>,<em> .ppt<\/em>, and<em> .xls <\/em>are not included.<\/p>\n<h2>What&#8217;s happening?<\/h2>\n<p>The framework is published by Germany&#8217;s <a href=\"https:\/\/bmds.bund.de\/\">Federal Ministry for Digital Transformation and Government Modernisation<\/a>, and it covers every level of public administration in the country, from federal government bodies down to states and municipalities.<\/p>\n<p>Also keep in mind that <strong>the rollout of key infrastructure components is targeted for 2028<\/strong>.<\/p>\n<p><a href=\"https:\/\/groups.oasis-open.org\/communities\/tc-community-home2?CommunityKey=4bf06d41-79ad-4c58-9e8e-018dc7d05da8\">ODF<\/a>, or OpenDocument Format, is an XML-based file format for office documents. It covers text files, spreadsheets, charts, and graphical documents. The standard is maintained by <a href=\"https:\/\/groups.oasis-open.org\/home\">OASIS<\/a> and is also an ISO standard (<a href=\"https:\/\/www.iso.org\/standard\/43485.html\">ISO\/IEC 26300<\/a>), which means it is vendor-neutral and not controlled by any single company.<\/p>\n<p><a href=\"https:\/\/en.wikipedia.org\/wiki\/PDF\/UA\">PDF\/UA<\/a>, short for PDF\/Universal Accessibility, is the ISO accessibility standard for PDF files (<a href=\"https:\/\/pdfa.org\/resource\/iso-14289-pdfua\/\">ISO 14289<\/a>). It lays out specs that make PDF documents readable by assistive technologies like screen readers, making it a sensible choice for a government that has to serve a diverse population.<\/p>\n<p>The reasons behind this are not hard to understand. <strong>Vendor lock-in is the obvious one<\/strong>.<\/p>\n<p>When public administrations run on proprietary document formats, they end up dependent on the vendor that controls those formats, with no real way out without significant disruption and cost.<\/p>\n<p>The Deutschland-Stack explicitly calls this out, with reducing lock-in effects listed as one of its core goals. The framework also prioritizes use of open source solutions where possible, and explicitly favors sourcing from European providers over foreign alternatives.<\/p>\n<p>Speaking on the subject, <a href=\"https:\/\/effenberger.org\/en\/\">Florian Effenberger<\/a>, Executive Director of The Document Foundation, <a href=\"https:\/\/blog.documentfoundation.org\/blog\/2026\/03\/19\/germanys-sovereign-digital-stack-mandates-odf\/\">stated that<\/a>:<\/p>\n<blockquote><p>This is not a recommendation or a preference, it is a mandate. Germany\u2019s decision to anchor ODF at the heart of its national sovereign stack confirms what we have argued for years: open, vendor-neutral document formats are not a niche concern for some technology specialists and FOSS advocates. <\/p>\n<p>They are a fundamental infrastructure for democratic, interoperable and sovereign public administrations.<\/p><\/blockquote>\n<h2>Closing Words<\/h2>\n<p>Moves like this take time to matter, but they do matter.
